National Academy of Science has to perform the following important tasks:


­          to advance basic researches and obtain new knowledge on nature and society;

­          to converse new opportunities into really needed knowledge, technology and products in Kyrgyzstan and competitive in the world;

­          to build and establish basics for development of strategic sectors and public processes in the country;

­          to secure innovation growth by integrating effectively a science, production and vocational education.

For solving these tasks the NAS is being reformed in the following directions:

          to optimize the structure of scientific divisions;

          to activate innovation activity;

          to commercialize an output;

          to capitalize an intellectual capacity;

          to strengthen the international cooperation;

          to increase an effectiveness of scientific researches;

          to use a flexible financing;

          to improve the legislation.


Optimization of structure of scientific divisions is a compliance of an actual activity with identified functional tasks of a division. At this point in order to implement target-oriented projects it was planned to establish the inter-sect oral institutes and laboratories, new research groups. 

As a result of structural and subject change at recent 4 years the scientific institutions had been reduced to some number and within the divisions some laboratories working on relative subjects had been merged together.

New divisions were established within the academy’s structure: 

          in order to develop and support effectively small innovative businesses to commercialize scientific knowledge, inventions, know-how and high technologies in year 2007 a Techno-park of National Academy of Science was established.

          in order to adopt an integrated plants processing technologies of Kyrgyzstan and to apply those in medicine, veterinary, live-stock farming, chemical and pharmaceutical and food industries the Innovation Centre of Phytotechnology was created under the NAS KR.

          in order to preserve biodiversity, rare and endangered types of flora it was established the first in the republic Genetic Bank of endemic, rare and economically valuable plants of Kyrgyzstan.

          In order to preserve rarity and old books of library stock it was established a Laboratory for books and archival data hygiene and restoration.

          In order to make researches on the most actual contemporary social issues, to analyze an available experience and to forecast the development of a society it was established a Social Research Centre under the structure of NAS KR.

An activity on establishment of Centre for joint use of analytical and measurement technology on the basis of NAS KR is being held. The regulation of the centre was already developed. Inventory of scientific equipment was held and catalogue was compiled.


Inter-institutional research groups were established to elaborate and implement target-oriented inter-discipline projects. Particularly, a group of employees from Institute of Economics and Institute of Theoretical and Applied Mathematics has done an inter-disciplinary project “Analyses and Modeling of Economic Processes in Kyrgyzstan”. As a result, it was developed a computer-based mathematical modeling and predictive indicators for economic assessment of the country.

The Institute of Seismology, Institute of Automatics and Information Technologies in joint efforts with Institute of Theoretical and Applied Mathematics has made a project called “Magnetic variation panel engineering and geomagnetic monitoring for real-time earthquake forecast” which enabled to create new technologies to diagnose geophysical processes. Also software tools were developed to solve the assigned tasks.

The Institute of Geology, Institute of Chemistry and Chemical Technology in joint efforts with Institute of Natural Resources of Southern Division of NAS KR has implemented a project called “The problems of geodynamics, geomechanics, mineral and raw material resources quest and development in Kyrgyzstan” as a result of which a geological map of Kyzyl-Tokoy potassium glauconitic sandstone deposits and Djeruyuk gypsum deposits were clarified. These deposits were recognized to be promising for industrial design.

The Institute of Energy Resources and Geo-ecology in joint efforts with Institute of Natural Recourses of Southern Division of NAS KR has made a project “Renewable Energy Sources”.

There were made process design of biogas devices and mechanical sets working under the pressure. It was developed the biogas devises mounting technique.   

At present, the Innovation Centre of Phytotechnology, Botanic Garden, Biology and Soil Science Institute, the Biotechnology Institute and Institute of Forest and Nut Planting of Southern Division are working under the project called “Mobilization of medical plants resources – is a strategic bases for development of pharmaceutical branch in the Kyrgyz republic”, which is oriented to comprehensive medical plants research of Kyrgyzstan.


The structural modernization of the National Academy facilitated an innovative activity.

Particularly; Management, marketing and intellectual property department has conducted one-month training for scientific-research institutions of NAS KR on the subject “Innovation and Innovation Activity”. Within the framework of activities “Science Festival 2010” in order to support innovation and development of intellectual potential the following activities were held: Thematic Exhibition “Renewable Energy Sources, Automation of Electricity and Energy Saving Achievements, Energy 2010” (September 2010) with participation of NAS KR and Universities and I Republican Exhibition – Competition “Innovation 2010” (November 2010). This kind of exhibition-competition was held in Kyrgyzstan for the first time and it was arranged with participation of the World Intellectual Property Organization. The organization has prepared for winners three special prizes on three nominations. 

Technopark is working on residents to commercialize the development of scientific knowledge and introduce various innovations. Four applications were submitted for registration to Technopark. In 2010 the 15 developments were prepared and submitted for commercialization and manufacturing application.

Under the divisions of NAS KR the Innovation Self-Financed Structures are successfully working: Shakirt” Information Centre, “Geopribor” Scientific Research Centre, Geoservice” Scientific Industrial Centre.

With a view of integration of scientific and research structures with businesses the Public Associations and Funds were created under the divisions of NAS KR: “Gul-Butak” PA, “Eriantera PA, “Kyrgyz Djun Ltd., “Medicina-Yug  Ltd., “Topozchu Fund of Mountain Yak Breeding, “Merinos” foundation, “Bioresourse” PF.

Within the framework of establishment of joint scientific-industrial enterprises there is a basalt fiber and basalt fiber products processing. In 2010, 3 factories were built:

o         coal brick that provides 24-hours heating of land houses and heaters working on its basis;

o         polystyrene foam wall blocks for energy saving warm-house construction; 

o         gypsum production from local raw materials.

A Laboratory with a right of products certification in accordance with international standards has been established under the “ILIM” ltd.

Its worth of mentioning about active innovative activity of institutes from southern division of NAS KR. Particularly, an innovative program called “Formation of heat supply system in rural areas and towns on the basis of country coal” has been implemented already. According to the program there has been developed and tested a composition of regular-shaped coal brick (RSCB) fuel from “Kumbel”, “Tegene”, “Sulukta”, “Sary-Mongol”, “Besh-Burhan” local area coal deposits that were recognized to be good for commercial production. For faster introduction it was suggested to penetrate new type of paid service – arrangement of RSCB- fuel production spots and modification of existing furnaces and boilers.


Three types of powder-like humic fertilizers and vegetables/plants growth-promoting factors in three modifications called “Bereke have been developed”. There has been set regular production of pilot batch of fertilizers and vegetables/plants growth-promoting factors that are being marketed in south part of the country.

As a result of implementation of the project “Daisy micro HPS (Hydro Power Station)” the construction of small-size power plant has been designed. Due to low price of installation and low price of produced electric energy accordingly, the cost-recovery time is not more then a year.

Some types of micro, mini, small HPS of different power have been installed in Suzak rayon villages.

For the last 4 years 58 developments of our scientists has been introduced to the local production. These are new technologies in automation of technological management process, production of energy, production of construction materials, getting food-stuff from medical herbs, getting phyto-medical stuff for medicine, production of multi-purpose mechanisms and aggregates, preparation of the Kyrgyzstan’s regions seismic and landslide forecasting maps, publishing books for schools and universities and colleges and many others.

Scientists are conducting a huge work on preparation of national and state programs for the development of domestic economy. The Government of the Kyrgyz Republic has received number of projects inter alia: “Fishery development state program of KR for 2008-2010”; national program - “Preservation and sustainable use of biodiversity of KR until 2012”; “Issyk-Kul system ecological and economic sustainable development program” for 2011-2013; “Complex of measures for securing environmental safety of KR for 2008-2010”; “Hydro economic construction program and reclamation of arable lands in KR for 2008-2010”; project “Food Security Program Concept of Kyrgyzstan for 2009-2013”; “Long-term program on decrease of seismic risks on the territory KR up to year 2015”; national fundamental and applied earth sciences research program called “Prognosis of classical and new types of minerals, comprehensive assessment and prevention of natural and anthropogenic disasters on the territory of Kyrgyzstan” and others.

Its worth of mentioning that despite approval of many of aforementioned projects, the Government of the Kyrgyz Republic has failed to allocate a budget for their implementation. Due to this the programs are being implemented at the expense of NAS KR. Only one project called “Natural mineral fertilizers, ameliorants and food additives in Kyrgyzstan” for the years 2010-2011 has been financed in 2010 for the amount of 1million 874 thousands Kyrgyz Soms.


Social processes researches urge for innovative approaches. Social researchers from division of humanities of NAS KR are doing social analyses to see the aggravation factors of contemporary social and political situation in the country and situation of ethnic interrelations in Kyrgyzstan and Central Asian CIS countries. According to recommendations made by UN Assembly General Resolution “Sustainable mountain development”, our scientists also doing researches on poverty reduction and gender issues. 


There has been doing a research on improvement of market economy pattern of economic and social relations in Kyrgyzstan. This comprehensive work includes such issues as: improvement of management processes of market economy development; increase of effectiveness of priority economic sectors, promotion of small businesses. A strategy of economic growth and employment is being elaborated. Affect of world economic crises to the economy of Kyrgyzstan is also being analyzed. There are researches on mathematics-based modeling of economic processes in the country. Taking into account an existing situation a draft of the project has been elaborated and submitted to the KR Government “Food Security Program Concepts of KR” that has been used when elaborating a Concept Paper for Food Security of Kyrgyzstan, 2009-2013. There is a capacity assessment of national economics of Central Asian countries, Russia and China for the matter of external economic relations development of Kyrgyzstan. The results of those researches are reflected in monographs: “The theory and methodology of evaluation of crises probability (on the example of Kyrgyzstan)” , “Economic of Kyrgyzstan”: the status and growth-restraining factors”, “Reflected economy or economy in monetary and finance”, “market transition in a direct perception”, “Shadow economy in transition period”, “Small and medium business in Kyrgyzstan: conditions, problems and perspectives”, “Ayil charba ondurushunun natyijaluulugun jogorulatuu joldoru (Kyrgyz Respublikasynyn materialdarynyn negizinde)”.    


One of the most important questions for the country’s future is question on cultural heritage and dialogue of cultures of our multinational republic. Academic scientists developed concrete proposals on rich Kyrgyz cultural heritage, preparation and publishing scientific works and textbooks, holding scientific forums for priority directions in this area defining within the framework of the project “Legacy of Kyrgyz people and future”. Results of scientists’ activity is inclusion of Sulaiman-Too complex into UNESCO List of World Cultural Heritage. Based on the results of researches the following works: monographs “Acheology and history of ancient and medieval Kyrgyzstan”(2010, 299 p.); “Underwater secrets and undiscovered mysteries of Issyk-Kul” (2010, 56 p.); “China in Kyrgyzstan’s foreign policy: problems and prospects” (2010, 296 p.); a number of popular science books on historical figures of Kyrgyz people; conference proceedings dedicated to 65 years of victory in the World War II were issued.


Great number of scientific monographs and textbooks on grammar, vocabulary, phonetics, dialectology and other issues of Kyrgyz language were written by linguists. Based on the results of researches full texts of “Manas” epic (variants of Orozbakov S. and Karalaev S.), “Adabiyat enciklopediyasy” in two volumes, “Kyrgyz adabiyaty: taryh jana mezgil”, Russian-Kyrgyz dictionary of the most frequently used words, monographs “Uluu, asyl ideyalar Manasta jana Aitmatovdo”, “Kyrgyz tilinin tushundurmo sozgu” (2010 – 1460 p.), “Kyrgyz adabiyaty” (2010.-939 p.) and others were published. Major work “Kyrgyz tilinin sozdugu” (1460 p.), “Til enciclopediyasy”, “Kyrgyz tilinin etimologiyalyk sozdyguno materialdar”, etc were published. Set of books on issues of sovereign Kyrgyzstan social development is being published, the third book from this set “Information – is the basis for life, society and spiritual activity” (2010, 156 p.) was issued in 2010.


Traditionally NAS KR pays great attention to capitalization of intellectual capacity. Integration structural subdivisions of NAS-Institutes of higher education were established in order to increase training of highly qualified personnel efficiency: Center of Scientific and Educational Programs, in its work apart from NAS divisions participate KNU (Kyrgyz National University), BHU (Bishkek Humanities University), KSUCTA (Kyrgyz State University of Construction, Transport and Architecture), as well as number of institutions of France; Joint Research Group on Kyrgyz language computerization, involving personnel of the Institute of theoretical and applied mathematics, KNU developed electronic version of Kyrgyz language textbook introduced into the Management of Education, Bishkek, Central Asian and Ural resource centers, used in educational process of IUK (International University of Kyrgyzstan), Indiana University, Kyrgyz-Uzbek University, JASU (Jalal-Abad State University), OshSU (Osh State University), KSLA (Kyrgyz State Law Academy), KNU. Center of Scientific Researches of the International Higher School of Medicine under the Institute of Mountain Physiology (jointly with International University of Kyrgyzstan) is operates successfully during many years.


Considerable action in development of academic and institutional integration processes is creation of joint institutes. Intersectoral educational and scientific center on biomedicine researches (jointly with Kyrgyz State Medical Academy) operates; its purpose is actual problems of biology and medicine solving, creation and introduction of innovation technologies in medical practice, scientific personnel training.


Jointly with Kyrgyz State Technical University named after I. Razzakov work on Educational and Research Institute creation is being carried out; its activity will be directed on highly qualified personnel training on the base of intellectual, material and technical and information resources consolidation, as well as innovation potential of both sides and business structures.


Integration of academic institutes with institutes of higher education is also carried out by joint laboratories and subdepartments establishment. Today on the base of NAS KR scientific divisions operate 5 subdepartments, 1 laboratory and 1 graduate school established together with institutes of higher education. Co-organizers of these structures are KRSU (Kyrgyz-Russian Slavic University), IUK, KSUCTA, KNU, KSU (Kyrgyz State University), KSTU (Kyrgyz State Technical University).


On average one third of scientists combine scientific and educational activity: do lecturing, practical training, manage course and graduate projects. National Academy trains staff through internship, post-graduate and doctoral studies on wide range of specialties.


Integration scientific and educational activity promote joining of efforts of academic and institutes of higher education scientists for carrying out joint fundamental and applied researches on seismology, creation of automized remote system, development and creation of mountain and construction equipment, development of technologies for natural stone mining and reprocessing, fertilizer and feed additives production, creation of new biologically compatible tissue, carbonic sorbent acquisition out of coal and vegetable biomass, development of technologies for materials acquisition with improved features, ceramic material production, new biologically active facilities based on synthetic and natural objects, test of medicines treated diseases of agricultural animals, medicinal plants introduction in high altitudes, acquisition and studying properties of essential oil, impact of world finance crisis of Kyrgyzstan’s economy, carrying out archeological expeditionary researches, monographs publishing, etc.


Capitalization of intellectual capacity provides succession in science, attraction of youth specialists, strengthening of their social protection, improvement of normative legal base of scientific activity. Program for social protection of young scientists and Fund for NAS KR young scientists’ assistance promote this goal.


Thanks to the activity of the Fund financial and methodological assistance was given scientific youth for carrying out researches. As sponsor support a set of office facilities was allocated for Fund by board of guardians; more than 100 editions were handed out to the Central Scientific Library. Fund sponsored internship of more than 50 specialists in scientific centers and clinic of Turkey. It should be mentioned that post-graduate students of full time education are given for financial stimulation annual bonus by Academy of Sciences amount of which is equivalent to monthly scholarship. NAS KR web site has individual page of the Fund for young scientists’ assistance, where Program of Fund activity and addressing to potential sponsors are placed. Young scientists are able to implement their social activity through acting NAS KR Council of young scientists.


Scientific youth carrying out researches in mining science and geology has received possibility to participate in competition in order to receive prize named after Academician Asanaliev U., which was established in 2009 for encouraging scientists for their fundamental scientific works significantly contributing into the development of mining and geological sciences; for development of resource-saving and green technologies. First prize presentation was in 2010.


Work on Integration Scientific and Educational Structures is being carried out within the framework of international activity.


In 2010 the National Academy of Sciences joined as founder CIS International Innovation Center for Nanotechnology. The first action of this intergovernmental structure was allocation in 2010 of 4 places for internship for young scientists from Kyrgyzstan, covering their transport charges, accommodation and expenses for training at the Center. To day 2 specialists have already undertook internship.


By the decision of CIS Heads of States in 2010 was established Council on cooperation in fundamental sciences, NAS KR is its member from Kyrgyzstan. The Council creation was initiated by NAS KR at the Meeting of CIS Heads of State scientific and technical organisations with participation of IAAS, orginized by CIS Executive Committee in Bishkek in 2008.


International project “Central Asian research and educational network - CAREN” was launched in reporting year with NAS KR participation, it will provide high speed and effective access to Internet, regional, European and international scientific and educational networks. High speed access through CAREN promotes regional and global cooperation in projects with high social impact in ecology, seismology, telemedicine. This project based on digital technologies will promote establishment of direct contact in real time between scientists from different countries.


Membership in such international structures proves convincingly dynamic integration of NAS KR into global innovation area.


Projects of NAS KR scientists are supported by grants of leading international organisations – ISTC, NATO, CNRS, CRDF, UNESCO, Soros-Kyrgyzstan, etc. It indicated that our scientific researches answer world standards. Scientific projects carrying out by NAS KR are financed by international funds in an amount equal to 1 mln. USD annually. It should be mentioned that grant financing in some institutes surpasses budgetary one.


Basic indicators for scientific divisions efficient operating were approved in 2008 at NAS KR General Meeting. They are: a) importance factor for fundamental scientific works; b) finance indicator; c) function. It is planned to define categories of NAS KR scientific structures by analogy with academies of sciences of other CIS republics, based on this indicator system: Research institution – leaders; stable research institutions; research institutions lost research profile and development prospects.


According to these criteria grade-ranking score of work results was conducted in order to define working efficiency of research establishments; 4 institutes were selected for target financing: Institute of Geology, Innovative Center of Phytotechnology, Institute of Philosophy and Political- and-Legal Studies, Institute of Power Resources and Geo-Ecology of NAS KR South Division. This action is the first step for transition to flexible financing based on science activity efficiency.


Up to date scientific and innovative activities are regulated in our country by laws: “On National Academy of Sciences of KR” (2002), “On Science and Basic State Scientific and Technical Policy of KR” (1994, as revised in 2008), “On System of Scientific and Technical Policy of KR” (1999, as revised in 2005), “On Innovative Activity of KR” (1999).


However, improvement of normative legal base is needed which will regulate scientific structure and activity in new conditions. In this connection NAN KR has developed and submitted to Jogorky Kenesh draft Code of KR on science and innovations, draft laws “On science and innovative activity”, “On innovation centers (zones) and technoparks”. Key principles promoting rise of scientists’ status and their social protection are assumed as a basis in these documents.


Basic principles of science reforming process are transparency and publicity of all made decisions. Information on activity of Academy’s scientific establishments and NAS KR Presidium are regularly covered: in electronic editions (Akipress, Kabar, 24.kg. report.kg, literature.kg); television broadcasts (news information, appearances of scientists) on NTRK, 5-kanal, NTC, Mir TV channels; state radio and radio Azattyk. Articles have been published in Slovo Kyrgyzstana, Bechernii Bishkek, Kut bilim, Kyrgyz tuusu, Obshestvennui reiting, MSN. In 2010 a combined total of information on NAS KR activity was presented 283 times. Over the 2008 to 2010 period total amount of news items on NAS KR covered in different media were 1159.


Full information on National Academy of Sciences divisions is posted on specialized Internet resource of NAS KR, also focused on process of science reforming coverage. Nowadays 2 academic web-sites operate. Popular science articles, resolutions of General Meeting and NAS KR Presidium, other documents related to Academy activity are published in academic periodical Jizn nauki. Monthly coverage of NAS KR events are presented in Akadem-press bulletin.
